Geologist and Public Accountant from the National University of Córdoba. Analyst and communicator on economic aspects of mining and mining projects, taxation and its impact on them. He has extensive experience in economic evaluations of metalliferous, lithium and industrial minerals projects. He is an undergraduate professor at the National University of La Rioja, a postgraduate professor in the Specialization Course in Mining Geology at the University of Buenos Aires, at the Univ. Católica de Cuyo and Universidad Austral, UCASAL and UNSa. He has taught Project Evaluation courses for the Qualifying Commission of Skills in Resources and Reserves of Chile and for Argentina Mining. He was National Director of Mining Promotion and Head of Project Planning and Evaluation for Pan American Silver of Argentina. He is an independent consultant in economic evaluations of mining investment projects. He is currently a Senior Consultant in Mining Policy and Regulation for the World Bank.
The mining industry requires regulations that reduce risk and stimulate investment. Competitiveness, predictability and respect for the conditions established at the time of the investment decision are required. A discussion is presented here on taxes, cut-off laws and exploitable resources, royalties and progressive and regressive taxes, operating margins; fiscal instruments for investment promotion and other aspects to reduce investment risk.
